The observatory was set up by the Council of Europe as a Partial Agreement. It provides statistical and analytical information on the fields of film, television, video/DVD, new audiovisual media services and public policy on film and television.

Guide to Eurostat culture statistics — 2018 edition
This publication provides an overview of the methodology used in the different areas of Eurostat culture statistics available from harmonised EU data collections. The methodology used in compiling the statistics is based on the ESSnet-Culture final report, which was published in 2012. Since then, slight adjustments have been made to the statistical scope of ‘culture’ and more EU harmonised surveys have been searched for culture-related data. The aim of this guide is to summarise the methodology used for culture statistics, as applied in 2018.

Culture statistics in Europe – 2007 edition
The Eurostat publication Culture statistics in Europe presents a selection of indicators on culture pertaining to the following topics: cultural employment, international trade in cultural goods, cultural enterprises, cultural participation, use of internet for cultural purposes and private cultural expenditure. In addition, it presents some contextual data on students in cultural fields of study, learning languages and international tertiary students’ mobility. Some information about the EU and international initiatives concerning cultural heritage, like the World Heritage List of UNESCO or European Heritage Label, is comprised as well.

ESSnet-Culture – Final Report 2012
ESSnet-Culture (European Statistics System Network on Culture under the aegis of Eurostat) maintained four working groups in defining a statistical reference framework for culture, designed for cultural finance and cultural expenditure, cultural and employment sectors, and ultimately for cultural practices and their social aspects. ESSnet has drawn up a number of methodological recommendations to ensure better comparability of cultural statistics between member states.

Eurobarometer
Eurobarometer is a series of public opinion surveys conducted regularly on behalf of the European Commission since 1973. These surveys address a wide variety of topical issues – also addressing the cultural field – relating to the European Union throughout its member states. Its database is one of the largest in the world and the surveys are conducted by TNS Opinion.

UNESCO Global Report 2018 – Re | Shaping Cultural Policies
The Global Report series has been designed to monitor the implementation of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005). It provides evidence of how this implementation process contributes to attaining the United Nations 2030 Sustainable Development Goals and targets. The 2018 Global Report analyses progress achieved in implementing the 2005 Convention since the first Global Report was published in 2015. It produces new and valuable evidence to inform cultural policy making and advance creativity for development.

UNESCO Framework for Cultural Statistics (2009)
Accurate, comparable data are needed to better measure the impact and relevance of cultural policies and initiatives. The 2009 UNESCO Framework for Cultural Statistics (FCS) addresses this need by defining culture for statistical measurement purposes.
