Professor of Cultural Policy and Cultural Organization at University of South-Eastern Norway. With a background in political science, history of religion and culture studies, Harding started doing research on the development of Swedish cultural policy. Later, he studied and published several articles and books on the roles of identity and organization in cultural policy, as well as on the relationships between democratic civil society organizations and their members, and between civil society organizations and the government. He also has been been involved in writing expert reports for the Swedish government.
