Baiba Tjarve

Baiba Tjarve is a senior researcher at the Research Centre of Latvian Academy of Culture. Since 2021, Deputy Director in strategic planning and development of the Research Centre of Latvian Academy of Culture being responsible for the strategic development of the Research Centre and internationalization of the research activities.
She holds a doctoral degree in arts, in 2013 she has defended Thesis on Institutional transformations in Latvian culture in the post-communist transition. Her main research interests relate to intangible cultural heritage, cultural policy and latest developments in culture.
She has engaged in both academic and applied research projects in the field of culture, both on national and international level.
Baiba Tjarve is the Chair of the Board of the Association of Compendium of Cultural Policies & Trends (since 2021), as well as author of Latvian profile, and a co-opted Board Member of the European Network of Observatories in the Field of Arts and Cultural Education (since 2019).

The Latvian profile was first prepared by Ritva Mitchell, in co-operation with the Latvian Centre for Contemporary Art (LCCA), updated by Solvita Krese (2001, 2002) and by LCCA in 2003, 2005, 2007 (Dace Akmene, Una Sedleniece, Agnese Hermane). Since 2008, the profile is updated by Baiba Tjarve. In 2016, update was prepared by Tjarve and Gints Klāsons.
Lote Katrīna Cērpa
Lote Katrīna Cērpa is a research assistant at the Institute of Arts and Cultural Studies of the Latvian Academy of Culture. She holds a Bachelor’s degree in Humanities (Cultural Sociology and Management) from the Latvian Academy of Culture and a professional Bachelor’s degree in Business and Management from Riga Technical University. Currently, she is pursuing a Master’s degree in Political Science at the University of Latvia.
Her research interests include cultural participation and its links to well-being, cultural consumption, cultural heritage and its governance. She is also interested in the interaction between art and research, especially art-based research and its implementation.
Since 2022, she has participated in various research projects implemented by the Institute of Arts and Cultural Studies, including fundamental and applied research projects and state research programmes. Lote Katrīna Cērpa recently (in 2025) contributed to the interim evaluation of Latvia’s Cultural Policy Guidelines 2022–2027 “Cultural State”.
