Highlights – Strengthening Artistic Freedom across Europe
The second session at the International Cultural Policy Conference (16 October 2025) focused on one crucial question:
How can we effectively monitor and support freedom of artistic expression as a cornerstone of democratic resilience in Europe?
Inputs & Key Insights:
- Ulrike Blumenreich (Compendium Coordinator) introduced the Academic Freedom Index, highlighting how structured monitoring frameworks can inspire the cultural field.
- Olivier Göbel (Compendium Coordinator) presented the Media Freedom Coalition, offering a model for cross-sectoral collaboration.
- Jennifer Laourou (Artistic Freedom Initiative) mapped ongoing work on freedom of artistic expression.
National Good Practices:
- Anna Villarroya (University of Barcelona) shared insights into Spain’s Cultural Rights Plan 2025–2030.
- Jean-Cédric Delvainquière (Ministry of Culture, France) presented France’s Guide for Freedom of Creation.
During the Fishbowl exchange, participants explored how to monitor artistic freedom more systematically.
Emerging ideas included:
- Establishing an independent observatory or barometer for artistic freedom
- Conducting qualitative research and surveys through universities and the Compendium
- Mapping political programs, legislation, funding systems, and self-censorship trends
- Strengthening ties with other frameworks
The consensus:
Monitoring artistic freedom is not only about documenting violations, it’s about creating proactive, data-driven tools that reinforce democratic values.
