A new Short Cultural Policy Profile for Luxembourg is now available on the Compendium website. Published in the lead-up to the Compendium Cultural Policy Conference taking place on 16 and 17 October in Luxembourg, the profile highlights the country’s evolving, inclusive, and internationally oriented cultural landscape.

Strategic Frameworks
Cultural policy is guided by the Kulturentwécklungsplang (KEP) 2018–2028, Luxembourg’s first long-term, supra-political strategy for culture. It promotes interculturality, participation, innovation, and sustainability across the cultural ecosystem.
Legislative and Institutional Reforms
The 2023 constitutional revision guarantees the right to cultural development. Key reforms include the 2022 Heritage Law, the 2022 Code of Ethics for Cultural Organizations, and 2023 updates improving the social protection and professional status of artists.
Access, Inclusion, and Professionalization
Policy priorities emphasize universal access, cultural diversity, and regional balance. Initiatives such as Kulturpass and Jugendpass foster participation, while digital platforms like Kuturama.lu and Museonet enhance accessibility and networking.
Education and Regional Development
Enhanced cooperation between the Ministries of Culture and Education strengthens arts education, with free courses in music, dance, and speech arts. Increased investment supports cultural decentralization and sustainable regional development.
International Cooperation
Luxembourg actively promotes intercultural dialogue, creative industries, and artist mobility, reinforcing its cultural presence in Europe and beyond.
