Bilyana Tomova is an associated professor in Cultural Economics at the University of National and World Economics, Sofia (department of Media and Public Communications) and also she is a visiting professor at the National Academy of Theatre and Film Аrts and Sofia University"Kl. Ohridski". She reads Financing culture and Economics of culture and media, Arts management, Producing, Institutional economics and media.

She received her Master's degrees at the Economics and the Economical Sociology and she has a doctoral degree with subject - "Special features of arts markets (performing arts)" of the University of National and World Economics, Sofia. Bilyana Tomova was a fellow on cultural policies at the Centre for Policy Studies affiliated with the Central European University and the Open Society Institute, Budapest.

She is an author of articles, studies and monographs dedicated at cultural economics, cultural policy and advocacy, alternative financing of the public sector, market failures and possibilities of sustainable development in area of the cultural industries. In those areas, she has participated in many Bulgarian and international research projects.

Alongside her academic career she is and has been a member of several national and international institutions and organizations such as: National Council of Cinema, National Culture Fund (the Steering Committee), National Association of Cultural Managers, National Forum Cultura, Cultural Information and Research Centres Liaison in Europe (CIRCLE).

She is a co founder of the Observatory of Cultural Economics-Sofia.
