The Compendium classifies both industries and sectors under the theme cultural and creative sectors. Following the definition of the European Commission, cultural and creative sectors are all sectors whose activities are based on cultural values or creative expressions, whether that be artistic, individual or collective. These sectors are heritage, archives and libraries, performing arts, and visual arts and crafts. Cultural and creative industries focus on the later stages of the value chain, including the production and dissemination stages of industrial and manufacturing operations: books and press, audiovisual and interactive media, music, design and creative services, and cultural and creative tourism.
