In 2008, paid services were included in cultural expenditures, mainly on central and regional level. However, without taking it into account, it is obvious that local expenditure increased in 2010, 2011 and 2012 first of all because of the rise in wages and payment for public services. It means that development costs in most cultural organisations remain the same or even decreased, especially in small towns and rural area.
