5.3.8 Other areas of culture specific legislation

On 18 February 2015, the Parliamentary Committee on Culture and Religions, jointly with the Centre for Researching the Liberation Movement, carried out the round table "Open archives: legislative regulation of access to documents from archives of communist special services". Participants discussed the problem of human rights observance in providing access to special services' documents containing data about political repressions. The Committee presented the Concept Framework for Providing Open Access to Documents from Archives of Communist Special Services. Besides other necessary measures, the Concept stresses urgent need to approve a special law determining the status of such documents and a regime of access to them.

In April 2015, Verkhovna Rada adopted the Law On access to archives of repressive bodies of the communist totalitarian regime 1917-1991. The law ensures the right of all citizens to access archive information of the totalitarian regime 1917-1991. The action of the Law on Personal Data Protection doesn’t apply for such cases.
