C. Cultural Markets and Trade

A range of new tables are now available for  users on prices for cultural goods and services, film production and market share, cultural imports, exports and trade balance.

CUPIX data (2008-2014) on prices for selected cultural goods and services has been brought together with the latest PPP data from the OECD in Table C.1. While the results on price levels for public arts services have been annually collected on the basis of the same definition, items selected for the table on price levels for cultural industry goods change each year depending on the latest blockbuster film, best selling CD or book that is released/sold in all European countries. Tests conducted show that there was almost no difference in the average median industry price levels on data collected in 2008-2014; therefore and as an exception, they could be merged to cover as many Compendium countries as possible.

Earlier CUPIX data is available for comparison in Table  C.2. While the CUPIX exercise was not originally intended to be a price index in the traditional sense, its results do help illustrate the effects (or not) of policy measures such as the fixed book price or differences between the prices of publicly funded arts services vs. private sector culture industry goods over the past years.

The 2005, 2008 and 2011 OECD PPP Benchmark Data on average prices were added to Table C.3 as a means to compare different price levels in the arts and media with other sectors. The OECD converts prices to a common currency and thus intends to eliminate differences in price levels between countries. OECD Benchmarks are updated every three years and new ones will be made available as soon as the 2014 data are published (expected 2016).

Data on cultural imports, exports and trade balances published in the "Creative Economy Report 2008" and the "Creative Economy Report 2010" of the United Nations Conference on Trade and Development (UNCTAD) United Nations Development Programme (UNDP) are summarised and visualised in Table and Graph C.8.

Users of this data are to take note of the large definitions used in this valuable exercise which comprise inter alia: toys (dolls, wheeled toys, electric trains, etc.), jewellery made from precious metals as well as imitation jewellery, plaits, mats, basketwork, wickerwork or candles - to mention just a few items that are not frequently identified as being part of culture/creative industries. Such methodological challenges have been highlighted in the report.  According to the authors, pragmatic efforts were made to "develop a rudimentary, first-cut analysis from a combination of modified existing trade data. The resultant taxonomies and the data that populate them are neither ideal nor perfect. Of course, the final objective of an accurate audit of the creative economy will be achievable only with the adoption of new taxonomies and with new data collection."
