Congress of Local and Regional Authorities of the Council of Europe
is a pan-European political assembly, the 636 members of which hold elective office (they may be regional or municipal councillors, mayors or presidents of regional authorities) representing over 200,000 authorities in 47 European states. Its role is to promote local and regional democracy, improve local and regional governance and strengthen authorities' self-government. It pays particular attention to application of the principles laid down in the European Charter of Local Self-Government. It encourages the devolution and regionalisation processes, as well as transfrontier co-operation between cities and regions.

50 years of local and regional democracy in Europe (1957-2007)
This study follows the growth of the Congress of Local and Regional Authorities of the Council of Europe and presents the many initiatives it has taken to help the towns and regions of Europe to develop harmoniously, whether at the political, economic, social, cultural, or environmental level. It has been behind numerous European conventions, today recognised all over the continent, and tirelessly contributes to the consolidation of local and regional democracy in Europe.

Intercultural Cities Programme of the Council of Europe
The Intercultural cities programme supports cities in reviewing their policies through an intercultural lens and developing comprehensive intercultural strategies to help them manage diversity positively and realise the diversity advantage. The programme proposes a set of analytical and practical tools to help local stakeholders through the various stages of the process.

Competences and Practices in European Local and Regional Cultural Policy
Following a survey among regions and cities with over 30 000 inhabitants carried out in 35 member countries of the Council of Europe, from Iceland to the Russian Federation, the present study examines the responsibilities, resources and priorities of local and regional authorities in the field of culture.

The Committee of the Regions (CoR)
The CoR is the Assembly of Representatives of regions and cities in the European Union. It consists of 350 regional and locally elected members from the 28 EU countries. Among the 6 Commissions covering competences in policy areas based on the EU Treaties, there is one on education and culture. The CoR holds 6 plenary sessions per year and gives over 50 opinions annually on EU legislation. As well, it organises more than 40 stakeholders' consultations each year.
