Dr Costis Dallas holds a Master and Doctoral degree from the University of Oxford. He is currently a Lecturer in the Department of Communication and Mass Media, Panteion University, and has over 18 years of research and professional experience in knowledge technologies and public administration.

His work experience includes:  co-founder and Executive Vice-President of ISP Hellas Online SA; co-founder and Chair of the Multimedia Working Group of the International Council of Museums (CIDOC/ICOM); Head of Documentation and Systems of the Benaki Museum; General Director of the Foundation of the Hellenic World; Special Secretary to the Greek Ministry of Education in charge of libraries, archives and instructional technologies; and Special Advisor to the Greek Foreign Minister on cultural, communication and information technology issues.

Throughout his career he has undertaken complex communications projects including the strategic planning for the repatriation of the Parthenon Marbles and strategic planning and relationship management for the foundation of the International Olympic Truce Centre.

Dr. Dallas has also served as member of the Greek delegation for the bipolar Greco-Turkish negotiations on cultural, tourism and economical affairs. He is a member of the advisory committee of the European Commission's Digital Culture Forum and adviser to the operational programme "Information Society".
