Latvia/ 8.1 Support to artists and other creative workers

8.1.2 Special artists funds

The State Cultural Capital Foundation (CCF) supports the creative work of artists by providing "creative scholarships" awarded to individuals via project competitions. Creative scholarships are exempt from tax. There are other target programmes at the CCF that also support the creative work of artists, e.g. "Scholarships for creative work and studies in visual arts" (2007 – LVL 30 000 for creative work and LVL 38 998 for studies; 2008 – LVL 50 000 for creative work) and "Scholarships for the translation of literature" (2005 – LVL 17 300; 2006 – LVL 20 000) and other programmes. Due to the economic crisis, the different grant programmes of the CCF were substantially reduced.

In 2004, a Law On the Service Pension of State and Local Government Professional Orchestra, Choir, Concert Organisation, Theatre and Circus Artists and the Allowance for Creative Work of Ballet Artists was adopted, which provides security for performing artists when they retire (see chapter 5.1.4).

In 2006, for the first time, copyright owners received remuneration for public lending (see chapter 4.2.9).
