3.3 Inter-ministerial or intergovernmental co-operation

Inter-ministerial co-operation is mandatory by Government Decree. There are no formal procedures of special mechanisms to facilitate such governmental co-operation for culture, in general, or intercultural dialogue in particular.

The National Development Agency co-ordinates the contributions of the respective ministries with regard to the (second) National Development Plan for 2007-2013, initially called the New Hungary Development Plan later re-named the New Széchenyi Plan.

As regards vertical co-operation between the central government and lower levels of administration, the ministry in charge of culture has no general institutional representation at the levels or regions or counties. Regional and (or) county subsidiaries exist in some areas, e.g. the public library system, museums and archaeology, cultural heritage; their future depends on the settling of the country's regional policy dilemmas (see chapter 3.2).
