Nina Obuljen is currently State Secretary responsible for cultural policy at the Ministry of Culture of the Republic of Croatia. She was a chairperson of the Cultural Council for International Relations and European Integration of the Ministry of Culture of the Republic of Croatia and a member of the Steering Committee of the International Network for Cultural Diversity.

She is a member of the Editorial Board of the Culturelink Review and is a Research Fellow at the Institute for International Relations (Zagreb).

She headed Croatian delegation for the negotiations on the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and is a members of the negotiating team for the EU accession. In December 2009, during the third ordinary session of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions, Ms Obuljen was elected as Chairperson of the Bureau of the fourth ordinary session of the Committee.

Nina Obuljen is the author of several articles in the field of cultural policy focusing in particular on the issues of the EU integration, transformations of cultural policies and cultural diversity.

In 2004 she was awarded the European Cultural Policy Research Award by the European Cultural Foundation (ECF) for her research on the impact of the EU enlargement on cultural policies which was published in the book Why we need European Cultural Policies: impact of EU enlargement on countries in transition, Amsterdam, 2006. In collaboration with Joost Smiers, she edited a book entitled UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions: Making it Work, Zagreb 2006.

She publishes various articles in the field of cultural policy focussing in particular on European integration, transformations in cultural policy strategies and cultural diversity.

Nina Obuljen graduated both from the Academy of Music and the Faculty of Philosophy at the University of Zagreb. She holds a master's degree in Political Science from the University of Zagreb.
