Belgium/ 5.3 Sector specific legislation

5.3.6 Film, video and photography

Flemish Community

  • The Arts Decree - Decree Concerning the Subsidising of Arts Organisations, Artists, Arts Education and Socio-artistic Organisations, International Initiatives, Publications and Support Centres (2 April 2004, amended in early summer 2008).

Since 2006, audio-visual arts organisations whose activities are situated outside the jurisdiction of the Flemish Audiovisual Fund, have been funded within the Arts Decree. The organisations funded within the Arts Decree primarily have a role of presenting audio-visual arts, with an emphasis on educational aspects. The VAF mainly funds audiovisual creation.

Support for new work, education and international promotion in the film industry is mainly granted by the Vlaams Audiovisueel Fonds [Flemish Audiovisual Fund], established by Decree on 13 April 1999. There are regulations for supporting production, development and promotion, as well as other grants and training initiatives.

From 2008 onwards, experimental and non-screen-based media art have been transferred from the Flemish Fund to the Arts Decree, as it is seen to be more part of the visual arts field than part of the traditional film production sector.
